腐败认知、公共服务满意度与政府信任

摘要:

本文探讨了中国公民的公共服务满意度,腐败认知与政府信任的相互关系。通过使用第一波和第四波亚洲民主价值观调查(Asiabarometer Survey)的中国数据,研究发现公众的腐败程度认知和公众对反腐绩效的不满都显著降低了对政府机构的信任度,但是公共服务满意度显著减小了反腐绩效的不满对政府信任的消极影响,但是并不能减轻腐败程度认知对政府信任的消极效应。本文的研究表明当公众对政府公共服务有着较高的满意度时,公众对政府反腐也将多一些耐心,但是公众却并不会因为较高的公共服务绩效而对腐败持宽容态度。

Abstract:

This paper investigates whether citizen's public service satisfaction could mitigate the erosive effect of corruption cognition and public dissatisfaction on government anti-corruption efforts. Using the first wave and fourth wave Asiabarometer survey data collected in 2003 and 2006 separately, we observe that both citizen's corruption cognition and dissatisfaction with government anti-corruption performance are negatively associatedwith institutional trust in government, while only the effect of citizen's dissatisfaction with government anti-corruption on institutional trust is significantly moderated by public service satisfaction. The results also show that it is the social security and expenditure that play the significant conditional effect rather than the government economic service and expenditure. These findings highlight that the more citizens satisfied with public service, particularly in pension and unemployment benefit, the more they have patient for government anti-corruption efforts.

(1)世界价值观调查(World Value Survey)对容忍腐败的定义具有代表性,在问卷中是如此表述的:“一些人凭借职权接受贿赂,你认为这种行为是否正当?完全正当(10分),完全不正当(1分)”。

(3)这四个问题都很明显地表现了物质主义与后物质主义的社会目标。前两个问题测量了公民的物质主义倾向,涉及公共安全与物质利益需求。后两个问题则评估了公民的后物质主义偏好,特别是政治权利倾向。这四个指标通过合并组合将公民划分为三种物质主义/后物质主义类型。如果受访者第一第二的选项是“维持秩序”和“抑制物价上涨”,那么我们将其归为物质主义性。如果他的第一第二选项是“对政府有发言权”和“保护言论自由”,那么他被归为“后物质主义型”。如果受访者的第一第二选择是两种目标的综合,那么他们将被归为物质主义和后物质主义的“混合型”。
