对容错机制问题的讨论不再是要不要构建容错机制，而是要深入分析其实际应用情况。从其实际运行情况看，容错机制在一些地方出现了政策文本积极推进与实际运行受阻的矛盾。对于容错机制的这种“局部空转”问题，可以运用扎根理论从“主体-内容-策略”的三维角度来作出分析。从主体维度看，具体执行部门不明确、当事人态度模糊；从内容维度看，政策文本同质化、边界不明、尺度标准难以拿捏；从策略维度看，程序不周全、上下级之前缺乏有效协同、典型案例匮乏。基于这三重维度，当前亟需从明确谁来容错、容什么错、何以容错三大层面作出规范，以防容错机制陷入“局部空转”。

The current discussion on fault-tolerant mechanism is no longer focused on whether to build fault-tolerant mechanism, but to deeply analyze its practical application. From its actual operation, there is a contradiction between the active promotion of policy texts and the obstruction of actual operation in some places. Using the analysis framework of grounded theory, this local idling problem of fault-tolerant mechanism can be analyzed. Based on the application of grounded theory, a three-dimensional model of “subject-content-strategy” can be established to explain the local idling problem of fault-tolerant mechanism. In the subject dimension, the main inducement is the lack of subject, such as the unclear specific executive department and the vague attitude of the parties. In the content dimension, the homogenization of policy text, unclear boundary and difficult to grasp the scale standard are very easy to cause the fault-tolerant mechanism to fall into trouble. In the dimension of strategy, incomplete procedures, lack of effective coordination between superiors and subordinates, and lack of typical cases directly affect the operation of fault-tolerant mechanism.Based on these three dimensions, there is an urgent need to regulate the fault-tolerant mechanism into local idling from the three levels of clarifying who will tolerate fault, what to tolerate fault and why to tolerate fault.
