近年来我国各级政府对公共服务市场化进行了积极的探索和实践,积累了一定的经验。但理论研究相对滞后,到目前为止仍缺乏对政府外包绩效影响因素的研究。本文以县市区基层政府和市级政府机构为研究对象,采用定量调查的方法,分析了公共服务外包绩效影响因素,构建了影响公共服务外包的影响因素模型,并在此基础上提出对策建议。研究结论对于丰富和发展公共服务外包理论,以及改进和提高公共服务外包绩效具有理论和现实意义。

In current years,China's local governments at multi-levels have positively carried out their exploration and practice of public service marketing,and have got some experience in such field.Up to now,however,due to the delay of theoretical researches,there is still lack of the researches on the influencing factors of governments'outsourcing performance.Taking the fundamental governments in county,city and canton as well as the institutes at the level of metropolitan government as the samples,the paper analyzed the influencing factors of public service outsourcing with quantitative survey,constructed the influencing factors model,and provided some suggestions.The results have theoretical and practical significance for enriching and developing the theory of public service outsourcing as well as improving and upgrading the performance of public service outsourcing.
