环境抗争和其它集体行动一样——"一闹就灵",具体为:一闹就缓、一闹就停、一闹就迁。这种行动既不构成西方社会运动范畴,又不具有公共政策过程周期性、常规性变迁特点,主要受到四个因素影响,即政社关系上的国家统合主义、央地关系上的代理型地方发展主义、公共治理上的运动式治理、公共政策上的凝闭型体制。国家统合主义使环境抗争组织弥散,代理型地方发展主义使其暴力维权,运动式治理使其反复无序,凝闭型政策体制使其闭合循环。治理之道是顺应新时代国家治理要求,建立健全社会治理2.0版本,政社关系从"国家统合"迈向"伙伴互赖",央地关系从"代理发展"迈向"制度分权",公共治理从"运动治国"迈向"多元协作",公共政策从"凝聚闭合"迈向"有序参与",形成可持续性常规政策变迁,助推地方治理现代化,利于国家治理现代化。
Abstract：The environmental protests are the same as other collective actions——"a fight brings outcome", specifically delayed, interdiction and transfer. This action does not constitute a category of western social movement as well as the characteristics with public policy process periodically and regularly. This action is mainly affected by four factors, namely the state corporatism in terms of government and society relationship, agent-oriented local developmentalism in terms of central and local governance relationship, campaign-style governance in terms of public governance type, cohesive and close policy system in terms ofpublic policy system. State corporatism diffuses environmental protests, agent-oriented local developmentalism makes them violent and activism, campaign-style governance makes them repeatedly disordered, cohesive and close policy system makes them closed circle. The way of governance is to conform to the requirements of national governance in the new era and to establish and improve the 2.0 version of social governance that shifts from "national integration" to "mutual reliance on partners", from "agency development" to"institutional decentralization", from "running the country" to "pluralistic cooperation", respectively corresponding to government and society relationship, central and local governance relationship, public governance type, public policy system, in order to form sustainable conventional policy changes and promote the modernization of local governance, helpful to national governance modernization.
