信息基础是理解和判断各种价值理论和实际政策的焦点。可行能力视角以一个人实现了的功能性活动作为评价的信息基础,这种个人可行能力的视角既顾及了功利主义对人类福利的兴趣,又考虑了自由至上主义对选择过程和行动自由的关切。现阶段,中国正努力实现基本公共服务均等化目标,其恰恰涉及的是人们的功能性活动。因此,我们可以"可行能力方法"来理解基本公共服务,把评价性焦点聚集于人们实际享受的基本公共服务,尤其应聚集于人们在基本公共服务的组合上有没有做选择的自由,以体现社会正义的价值取向——"以人为本"。

Information basis is the focus of the understanding and judgment of value theories and practical policies. The perspective of feasible ability, which regards the functional appliance achieved as the information basis of evaluation, gives consideration to both the interest of utilitarian in human welfare and the concerns of libertarian to the selection process and movement freedom. At this stage, China is engaging in achieving the equalization of basic public services, which just involves in people's functional appliance. Therefore, basic public services can be understood with "feasible ability approach", and the evaluation focus can be gathered in the basic public services people actually enjoyed, particularly in people's freedom of choice, which can reflect the socialist value, that is "people-oriented."
