城市政府改革是政府改革的内容之一。本文从城市治理的视角,考察和研究20世纪70年代以来法国、日本、美国和德国等主要发达国家城市政府的治道变革和制度创新以及对中国城市政府改革的启示。研究表明,城市自治、制度分权、城市府际合作和多中心治理等是变革和创新的主要内容与趋势,我国应该加快从城市管理向城市治理转变,从行政分权向制度分权转变,并建立和完善多种形式的合作治理机制,进而提高地方治理的质量。

City Government reform is one aspect of government reform.From the perspective of urban governance,the paper aims to get some useful implications for Chinese city government reform through studies and researches into the government management reform and innovation in France,Japan,the United Kingdom,the United States and Germany and other major cities in developed countries since the 1970s.The paper shows that urban self-government,institutional separation of powers,the city center of intergovernmental cooperation and governance are main innovations and the trend in city government in developed countries and that China should promote urban governance to supplement urban management,implement institutional decentralization to supplement administrative decentralization and establish and perfect the mechanism of various forms of cooperative governance so as to improve the quality of local governance.
