对学术评价问题多年来存在量化评价与非量化评价的争论。学术或学术作品作为一种公共品,为了对弥补其成本或激励学者从事学术活动,度量其贡献一直是人们的愿望并常常付诸行动。评价系统的选择、评价系统本身的运作由于受制于执行者的目标不同、代理问题等原因,并非总是可以得出人们设想的有效结果。在中国,量化考核体制是学术发展的结果以及行政目标影响下的结果。这同时也造成了国有资金支持下的评价系统寻租的现象。
