当前日趋复杂的国际经济、政治、文化形势对社会主义核心价值观进一步提升国际话语权提出了现实而紧迫的要求。国际话语权与国家文化软实力,二者一体两面、不可分割,有机统一于一国的核心价值观。话语权以价值观为重要支撑,所体现的是该国的文化软实力;价值观以话语权为重要手段,所展现的是文化影响力。社会主义核心价值观国际话语权的提升是一项系统工程,应突破现有国际话语格局,形成"中国话语体系",建构提升国际话语权的多种平台与渠道,学习借鉴西方有益方式与经验。
Abstract：The increasingly complex situation of international economics, politics and culture puts forward a realistic and urgent requirement to further enhance international discourse right by socialist core values. International discourse right and national cultural soft power unifies in the core values of a nation. Basing on the values, the discourse right reflects the cultural soft power of a nation. Taking discourse right as an important means, the values reflect the cultural influences. The enhancement of international discourse right is a systems engineering, which needs break the existing international discourse pattern, and form a "Chinese discourse system", through which to construct more platforms and channels to enhance the international discourse right, and learn beneficial methods and experience from the West.
